Abstract

The right to health is one of the most important considerations that must be taken into account when drafting any legal text or any urban policy, whether at local or national level, like the considerations related to industry, agriculture, tourism, culture, environment and others. The Algerian legislation in its part relating to the reconstruction, recognized the right to health, but in procedural terms it neglected the representation of the interests of health in the authorities competent in matters of reconstruction, contrary to other sectors. Considering that the human right to health is a social human right, there are many international regulatory bodies, but the most important of them do not have legal means, such as a mechanism for receiving reports and complaints to perform their duties. While waiting for the adoption of additional protocols, and even of an international organization for reconstruction.
