Abstract

The question of the effectiveness of the role of local elections in the promotion of democracy in Algeria cannot be settled, as long as the public authorities have not taken the trouble to settle the issue of the citizen's right of access to exercise local authority.


This article thus attempts to show that during the organization and conduct of the local elections of November 2012, the State did not want to recognize local elected officials the right to freely exercise their public elective mandate, and to the local authorities the ability to enjoy fundamental rights and freedoms.


 By not favoring local governance and not activating the decentralization and the principle of free administration of local authorities, the democratic principle of the election can turn against democracy itself, and will then serve to distinguish the Democratic states of states simply under democratic “dressing”.
