Abstract
The function of legislation is considered one of the original jurisdiction of the legislative authority in origin, and an exception is shared by the executive authority, as the President of the Republic authorizes legislation to address urgent issues that arise in the absence of Parliament, or to address the exceptional situation facing the state and threatening its survival and the continuity of its institution even if Parliament is in a state of work, With orders subject to prior or subsequent oversight, as the case may be, exercised by the Constitutional Court, or postal oversight exercised by Parliament over orders issued in its absence.
