Abstract

This topic constitutes an epistemological study of the fundamentals of administrative law, local administration, and comparative local administration, especially regarding the election method. We have observed the impact of the local administration model in Algeria, which relies on a blend of political and administrative elements. This hybrid structure has had a negative effect on its stability due to the diverse nature of its composition and the type of public services it provides to citizens. We emphasize the necessity of transcending Western theories and the influence of what we have referred to as "entrenchment" (in a negative sense) to enable both the state and citizens to adopt a model that suits Algeria's historical and societal context.
