Abstract

This research paper examines the Algerian legislature's approach to preserving urban beauty and promoting sustainable urban development, recognizing the aesthetic quality of cities as a fundamental aspect of public interest. The study aims to clarify the concept of the general aesthetic system within the context of the environment and urbanism, emphasizing the role of legislative frameworks in shaping the visual appeal and functionality of urban spaces.

By exploring the legal mechanisms governing urban development, particularly building permits and subdivision regulations, the research highlights the critical impact of these tools on the aesthetic quality of both the natural and built environments. The relationship between urban planning policies and the preservation of urban beauty is a central focus of the study, as the paper underscores the importance of aesthetic considerations in fostering livable, visually pleasing urban environments.

The research also examines how the aesthetic dimension is often overlooked in urban development strategies, leading to environments that lack harmony and coherence. The integration of aesthetic principles into urban planning processes is argued to be not only a reflection of cultural values but also a key component of sustainable urban development.

The paper calls for a more concerted effort to incorporate aesthetic concerns into the decision-making processes that shape cities, recognizing the need for urban policies that balance economic, social, and environmental goals with aesthetic objectives. By advocating for a more comprehensive approach to urbanism, this research contributes to the ongoing discourse on how cities can be developed in ways that preserve their beauty while meeting the needs of their populations.
