Abstract

 



International intervention remains a complex and contentious element of U.S. foreign policy, with the 2011 U.S. military intervention in Libya standing out as a pivotal moment in international relations. This intervention marked the first comprehensive test of the emerging legal norm known as the Responsibility to Protect (R2P), which seeks to prevent atrocities such as genocide and crimes against humanity.


The Libyan intervention ignited widespread debate about the objectives, strategies, and long-term consequences of such actions, raising critical questions about the role of military force in enforcing humanitarian norms. In response, this essay adopts a Liberal theory of international relations to analyze the intricacies of the intervention, aiming to understand the broader political, ethical, and legal dimensions involved. By framing the intervention through a Liberal lens, the paper explores the intersection of international law, state sovereignty, and human rights, questioning the legitimacy and effectiveness of military interventions under the banner of humanitarianism.


Furthermore, the research critiques the broader concept of liberal interventionism, which has been a dominant feature of Western foreign policy, particularly in cases where military force is employed to promote democratic governance and protect civilians.


This critique delves into whether such interventions genuinely achieve their stated goals or whether they often lead to unintended consequences, such as prolonged conflicts and regional instability. By evaluating the Libyan case, the paper provides insights into the broader implications of liberal interventionism, offering a critical perspective on the normative and practical challenges associated with its application in international affairs.
