Abstract
The wali is the fundamental authority in the province. He represents the hub of all the policies and the programs which executed and implemented by the State at the province level. In the sense he has the ability to set administrative laws and decisions which might affect the legal status of individuals. We will discuss in this article one of the cases in which the administrative judge intervenes to protect the rights and freedoms of individuals from administrative decisions non-compliant with the law, issued by the Wali.
