Abstract

Imposing a global and indivisible commitment to security in the Mediterranean "working for the promotion of cooperation and peace in the Mediterranean region" while the Western part is experiencing many indivisible and differentiated security challenges and threats according to their nature - such as the rise of the cross-border terrorism, organized crime in multiple forms - and the geographical dimension - such as instability in Syria, Palestine, Libya, Mali, etc. However, foreign intervention brandishing the slogan of "democratic consolidation" in the Mediterranean region, without taking into account the political culture based on the acceptance of cultural, social and identity diversity, has led to the creation of a kind of disintegrated states and institutions. This is a situation that requires and calls for intensifying efforts in the Mediterranean through new strategies based primarily on dialogue, cooperation and prevention.
