Abstract

The Arab peoples do not differ in their aspirations for justice and freedom, nor do the Arab regimes. However, Arab societies differ in their structure and in the relationship between this structure and the state. In some societies, certain civil communities either identify with or oppose the existing regime, which has failed to develop a civic relationship through nation-building and institution-building. Herein lies the danger that the revolution could lead to an escalation of identity politics, and the hope that it will undertake the process of nation-building through the model presented by its leaders, rhetoric, program, and policies. In this situation, democrats must choose between joining the revolution and influencing it against sectarian pitfalls and its exploitation by external powers, or leaving it vulnerable to the very dangers they warn against.
