Abstract

Arab societies succeeded in achieving independence, developing forms of social organization that impacted socio-economic life, building relatively modern political systems, and contributing to cultural life to some extent. However, the occupation of Palestine, followed by the defeat of June 1967, placed these societies before the mirror of civilization, revealing the extent of their civilizational shortcomings. This prompted intellectual and critical projects aimed at identifying the deficiencies and contributing to shaping a society that could participate in the development of human civilization. Nevertheless, the ruling elites failed to adopt a strategy that would guarantee even a minimum level of civilizational growth. The signs of this failure remained hidden throughout the last quarter of the 20th century because Arab regimes concealed themselves behind the conflicts of the Cold War. But with the emergence of the global order, the fall of the Berlin Wall, and the collapse of the Soviet Union, the veil was lifted, and the indicators of the crises plaguing Arab regimes multiplied, manifesting themselves across the Arab world.
