Abstract

The city is among the most important concepts that express the civilizational dimension of man and his ability to adapt and control nature through technology, in accordance with modernity and modernization, which expresses the civilizational momentum. There is no doubt that development in the countries of the world is very important and differs from one country to another. It is important to say that the city necessarily means urbanization, which reflects the concept of citizenship linked to the homeland and the state, amidst the debate and relationship between them. It is noted that the Algerian state has sought to build and modernize the housing system in the country for several years and has harnessed all capabilities in this regard through the policy of new cities concentrated in the heart of each province to stimulate the local economy and provide housing, work and recreation. We are facing an important issue related to the nature of the relationship between urban achievements and the concept of the city and its civilizational reflections on the Algerian citizen, who seeks a decent life and modern advancement for the citizen.
