Abstract
Public libraries are cultural, educational, and informational institutions with social and methodological principles and frameworks, offering free services. The traditional, rigid concept of the public library disappeared with the decline of primitive societies, as the function of these libraries evolved with the growing social role they play. After initially serving as archives for state records and books, they now respond to the needs of the entire community, providing services based on sound scientific principles to all segments of society without discrimination. Information can be delivered or made available through individuals. This helps us join the information society, which is defined as a society that controls the use of digital technologies and computers in the production, marketing, and security of information. Algeria will achieve this if it implements its e-government project. Therefore, this study aims to clarify the extent to which the Mohammed Dib Library contributes to activating activities and services within the context of modern media used to guide readers and help them access information.
