Some global and national legislations related to people with special needs and to suggest an alternative strategy based on modifying their characteristics to empower them socially

Abstract
We will try through this scientific study to present a proposal for an alternative strategy based on modifying the characteristics of people with special needs to achieve social empowerment for them within their societies, and this is after reviewing a set of global and national laws and legislations related to organizing the lives of these individuals, and clarifying the efforts of countries within the care of people with special needs and their social empowerment, where Their patronage has become a yardstick by which we judge the extent of these nations' progress and development.
