Administrative Control over the Preparation of Bid Documents: Mechanisms and Challenges

Abstract
Through this research paper, our aim is to shed light on the administrative control established by regulators to oversee the preparation of bid documents as an advanced preliminary stage in the legal process of concluding and executing public procurement contracts. This is done to achieve the efficiency of public demand, protect public funds, in the context of free access to public tenders, transparent procedures, equal treatment of candidates, on one hand, and to ensure the rights of the contractor or candidate, on the other.
