The Degeneration of the Institution of the Independent Administrative Authorities outside the Economic and Financial Field

Abstract

The establishment of independent administrative authorities outside the economic and financial field is part of a process of building the rule of law. Examination of the texts shows, however, that the legislator often uses the legal categories of liberal states by emptying them of all their original substance.
